For the TD view, you can choose one of 2 modes. To do that, set the Lock Camera checkbox in the Controller script.
Aim at Cursor
If this checkbox is active, the character aims and shoots were the mouse cursor is pointing. If not, the character shoots always forward.
Body Rotation limits
If Aim at Cursor parameter is active these limits are needed for the character's body rotation (if a player places the cursor too high or low, the character won't look there)
If this feature is active, a character will always aim. If not, the character will aim when you press a button (like in the TP view)
